Hey, looks like the Naval academy is going to teach CelNav.

Surprise is right! I was doubtful that they would teach CelNav and the December issue of Ocean Navigator makes it apparent- they aren't.

Not related, the article says some lower ranking non-commissioned military people will get "advanced celestial navigation" instruction.
